The following is largely sourced from the War History of the The Chief Engineers Office (Radio Section) of the NZ Post Office.

At the outbreak of the war, radio material available in New Zealand was very limited, both in type and quantity.  During the first year of the war the three Services and, other Government Agencies, were ordering large amounts of specialised components and materials from overseas in an uncoordinated manner.  From a total annual Government expenditure of some ŁNZ1,805,000.00 on radio components, materials and test equipment, approximately ŁNZ1,300,000.00 was spent with overseas suppliers.

Origin of the Committee

At the suggestion of the Director of Scientific Developments, a resolution was approved in War Cabinet on 25 November 1940, "That a special Committee be set up to report urgently on the requirements of the Services in regard to R/T and W/T methods of production or obtaining necessary gear.  Consideration of what types can be common to the three Services; making arrangements that necessary raw materials parts are secured in advance from overseas in sufficient quantity as a basis of future requirements."

Meetings were held on the second Tuesday of each month in the office of the Chairman.

Function of the Committee

The Radio Equipment Supply Committee duties were to oversee the purchase, manufacture and supply of radio equipment in NZ including procurement of the necessary parts and raw materials from overseas required for the manufacture of radio equipment. 

This committee was also responsible for the specification, design, procurement of components and, the manufacture of the new radio which became known as the New Zealand Wireless Set No. ZC1.
